The Apothecary Model

The Responsible Retail Framework

The South Carolina Apothecary Association believes the Apothecary Retailer model provides the most effective and efficient framework for regulating products requiring heightened oversight.

The model emphasizes:

  • Controlled-access retail environments.
  • Strong age verification.
  • Behind-the-counter product storage.
  • Responsible product distribution.
  • Retail licensing and accountability.
  • Supply-chain transparency.
  • Enhanced regulatory oversight.
  • Strong enforcement against illegal products and bad actors.

This approach protects youth, supports law enforcement, provides greater accountability, and creates a clear distinction between responsible retailers and those operating outside the law.

It also provides South Carolina with a practical framework for regulating products requiring heightened oversight while protecting the rights of responsible businesses and adult consumers.

Legislative Priorities

The Association supports legislation that:

  • Establishes the Apothecary Retailer category within South Carolina law.
  • Prevents youth access through enhanced retail standards.
  • Supports responsible retailers operating in compliance with the law.
  • Promotes practical, effective regulation.
  • Addresses products originating from foreign adversaries.
  • Encourages American manufacturing.
  • Supports South Carolina-based manufacturing and economic development.
  • Strengthens supply-chain transparency.
  • Supports effective enforcement against illegal products and unlawful operators.
  • Provides policymakers with practical regulatory solutions that balance public safety, responsible commerce, and adult consumer choice.
